This guide walks through the process step by step — what happens at each stage, what you need to prepare, and how to get from an idea to a shipped container of private-label toilets.
OEM vs ODM: two routes to your own brand
Before the process starts, decide which model fits your business:

Many buyers start with ODM on one or two base models, build sales volume, then invest in OEM tooling for a signature product once the channel is proven. Both routes lead to the same end point: a toilet with your brand name on the box and the ceramic body.
Step 1: Inquiry and product-market review
Every private-label project starts with a structured review. The factory needs to verify that the requested product, destination market, and commercial terms align before quoting.
What the factory will ask:
- Target market and sales channel — US/Canada retail? Australia/NZ distributor? E-commerce? Commercial project? Each market has different certification requirements.
- Product category and configuration — Smart toilet (one-piece with bidet functions) or conventional (washdown, siphonic)? Tank or tankless? Seat shape and rough-in distance?
- Estimated annual volume — This informs the production route and whether new mold development makes economic sense.
- Desired timeline — Are you targeting a specific trade show, construction deadline, or retail season?
What you should prepare before contacting a factory:
- Any reference product photos, drawings, or competitor model numbers you want matched
- A clear picture of your target market's certification landscape (see Step 3)
- Your packaging and branding requirements — box design, logo placement, instruction language, barcode allocation

Step 2: Design, mold tooling, and sample development
If you choose ODM (existing designs)
The factory presents its current catalog. You select one or more models, specify any modifications (seat color, trim finish, control panel layout, voltage), and the factory produces samples from existing tooling. Sample lead time is typically shorter because no new molds are needed.
If you choose OEM (new tooling)
The factory evaluates your drawings or reference product and provides a mold development plan. New molds are required for:
- A unique ceramic body shape not in the current catalog
- A custom bidet seat form factor
- Non-standard rough-in dimensions for a specific market
Mold development is a significant upfront investment — the tooling for a ceramic toilet bowl is precision-engineered and takes weeks to produce. The factory will confirm feasibility, mold cost, sample timeline, and MOQ conditions in writing before proceeding.
Sample milestones:
- First article sample — The first ceramic piece from the new mold or the first modified unit from existing tooling. You inspect form, fit, finish, and function.
- Revised sample (if needed) — Adjustments based on your feedback.
- Pre-production sample — Produced on the production line (not the prototype workshop) to confirm that mass production matches the approved sample.
Each sample round generates a report with measurements, photos, and any deviation from the agreed specification. Sign off on the pre-production sample before mass production begins.
Step 3: Certification planning per target market
Certification is not an afterthought — it determines whether your private-label toilet can be legally sold in your target market. The factory's existing certificates may or may not transfer to your branded version, depending on the certifying body's rules.
North America (US and Canada)
For smart toilets with electrical components, you need:
- cUPC — Plumbing certification covering the ceramic bowl, flush mechanism, and water pathways (issued by IAPMO R&T)
- ETL (or UL) — Electrical safety certification covering the heater, pump, control board, and wiring (issued by Intertek or Underwriters Laboratories)

For conventional (non-electric) toilets and bidet seats with basic functions, cUPC alone may be sufficient, but confirm with your local code authority.
Australia and New Zealand
- WaterMark — Certification for plumbing products, required for both smart and conventional models
- WELS registration — Water efficiency labeling; specific to each model variant
- Voltage: 220–240V / 50 Hz for electrical models
Other markets
- European Union: CE marking per applicable directives. Note that CE does not imply UKCA for the UK or WRAS for water supply.
- Middle East: Destination-specific requirements (ECAS for UAE, SASO/SABER for Saudi Arabia). No blanket certification covers the region.
The factory verifies certification and document status for the selected model, variant, and destination before quotation. Request the current certificate scope in writing — and check that your branded model can be listed under the factory's certification program or requires a separate filing.
Step 4: Production, quality control, and packaging
Once the sample is approved and certification is confirmed, production begins.
Production stages for a ceramic toilet:
- Slip casting — Liquid clay (slip) is poured into the mold to form the ceramic body
- Drying and finishing — The greenware is dried, hand-finished, and inspected for surface defects
- Glazing — After drying, glaze is applied
- Firing — Kiln firing at high temperature (1200°C+) vitrifies the ceramic
- Assembly — For smart toilets, the electronic components (heater, pump, control board, seat, lid) are assembled onto the fired ceramic
- Testing — Each unit is tested for water tightness, flushing function, and electrical safety before packaging
Quality control checkpoints:
- Incoming material inspection (ceramic body, electronic components, fittings)
- In-process inspection during assembly
- Final functional test (flush test, leak test, electrical safety test)
- Pre-shipment inspection — random sampling per AQL standards (typically AQL 2.5 for major defects, 4.0 for minor)
Packaging and branding:
Private-label packaging typically includes:
- Your brand carton with custom printing (logo, model name, specification, compliance marks)
- Instruction manual in your target market's language
- Warranty card and installation template
- Foam inserts tailored to the product shape
- Pallet configuration for container loading (your preferred units per pallet, pallet type)
The factory confirms artwork requirements, approval timeline, and packaging MOQ as part of the project assessment.
Step 5: Shipping and documentation
Your private-label toilets leave the factory with a complete export package:
- Commercial invoice with your buyer/consignee information
- Packing list with carton and pallet details
- Bill of lading
- Certificate of origin (if required by your destination's trade agreement)
- Certification copies (cUPC, ETL, WaterMark, etc.) for customs and local code compliance
- OEM authorization letter (if your brand is listed on the certificate)
The standard Incoterm for factory-direct shipments is typically FOB (Free on Board) from a South China port. Your quotation will specify the exact port, packing method, container loading configuration, and shipping marks.
Frequently asked questions
What is the typical MOQ for a private-label toilet order?
MOQ depends on the product type, whether new molds are required, and the packaging configuration. For ODM models using existing tooling, MOQ is typically lower than for new OEM tooling. The factory confirms the exact MOQ for the selected SKU, packaging, and quantity in the formal quotation.
Can I order a mix of models in one container?
Yes — mixed-SKU containers are common. A 40HQ container can hold multiple models and configurations. The factory can plan the carton and pallet layout to optimize space while keeping each SKU separable at your warehouse.
Will my brand name appear on the certificate?
For cUPC and ETL listings, the certificate typically names the manufacturer (the factory). Your brand name can appear as the listed brand or trademark on the certificate for an additional filing. The specific arrangement depends on the certifying body's rules and your agreement with the factory.
How long does the entire process take?
The timeline from initial inquiry to shipment varies significantly:
- ODM route with existing models and no new tooling: sample stage may take several weeks, production the same
- OEM route with new molds: add the mold development period before sample production
The factory confirms the current production window in the approved quotation. If you have a fixed deadline (trade show, retail launch, project completion), state it during the inquiry stage so the timeline can be assessed.
Can the factory help with certification for a new market?
